This session focuses on the cultural and behavioural barriers that inhibit progress, organisational

inertia, fear of personal consequence, and unspoken sector norms that reward caution over change.


Using a short provocation from a recognised thought-leader, we will explore:


  • Where is the risk appetite today for innovation in health and care in Wales, and who sets it?

  • Which innovations are helping with value for money without trading off quality and safety?

  • What guardrails do we need around AI/data to move faster safely?
